Titanium Pickaxe is the cheapest option for mining Gemstones, however in my opinion it isn't worth it, as it can only mine Rubies. I would recommend instead saving for a Ruby Drill, as that can mine every gemstone except Topaz and Jasper, and is cheap to buy and upgrade, compared to the Titanium drill. 0.
